- Street Lights
Street lights have been investigated however it has been decided that the ongoing cost of the electricity and maintenance would be a cost all residents would have to pay. It has been discussed that this would cause issues if people do not pay in a timely manner and then the HOA could run out of general funds and could not meet these payments. The cost is also not fixed which would mean the yearly HOA fee would vary which is a cause for concern. Shelved. No further action required.
- Speeding / Speed Bumps
Many residents complained about speeding in various parts of the neighborhood. The President asked the Charles County Sheriff’s Office to send an officer to run a speed trap to ticket at various time through the year. Speed bumps were discussed again. Removable speed bumps would require someone to physically remove these when there was a chance of snow. The county will not plow the streets with speed bumps. There is also the issue of “who” would be responsible for placing and removing these speed bumps when they had to be moved, and who would store them. Shelved. No further action required.
- Loud / Disrupted Neighbors
The HOA receives numerous complaints regarding Loud and Disruptive neighbors. Residents are reminded that the HOA is not a policing body and any complaints with neighbor noise should be discussed amongst the neighbors. If there is no resolutions residents are advised to call the Charles County Sheriff’s Office non-emergency number at 301-932-2222.
- HOA Management Company
The original covenants were not set up to include a management company and the HOA in years past have felt that the cost of hiring a management company would cause our dues to be significantly higher.

- Park Signs
Before expending funds for the large Park/Green Space located at the end of Ridgeline, the President wanted to make sure the park was being used.

Meeting called to order at 7:05 pm
All residents that came were given a copy of the meeting agenda which also included FAQ’s about the neighborhood (ie: speed bumps, street lights etc) as well as a current budget.
Discussed fees for phone, electric bill and mosquito control- also let residents know we had a new contractor for our common area lawn care and the cost associated with this contract.
Speed Signs- ask the county that additional speed signs be placed at the top and the bottom of the hill on Eutaw Forest Drive as this is an area of high concern with speeding.
VanGo Buses- various issues from speeding through the neighborhood to dropping passengers where they are not to be dropped off- President said that each resident who witnesses these infractions should call VanGo and report them-this is the only way we can get them to stop, it was also suggested that they could call our Sheriff’s Office Liaison, Travis Yates to see if he can offer any help with the speeding issue. Mike is to call to see if they can move the bus stop to Eutaw Forest and Captain Dement only.
Renters not following HOA covenants- the owner of the property is responsible for passing along covenants to the renters and the owners are responsible for infractions.
Dog Noise Complaints on Cedar Run- the HOA has no control over this issue. Mike suggested that the neighbors discuss their concerns with the neighbor in question and it is not resolved to call Animal Control.
Park- Will be getting new signs for the park that have general do’s and don’ts for residents FYI. We will be looking into clearing the path at Cedar Run for people in the lower part of the neighborhood to have access. There was also some discussion that at some point the Board would look into getting a picnic table. Someone asked if we could put playground equipment in the park, this is cost prohibitive due to the insurance the HOA would need to carry.
National Night Out- we will not be participating in this but we will be doing a Family Night to coincide with the Yard Sale weekend in October- the weather will be more conducive to people being outside. Jessica will be working on this project.
Mike reminded the residents that the HOA is not a police force and many concerns raised tonight need to be taken up with other agencies.
Dues- we still have residents with outstanding dues for a few years. Mike is actively working with the lawyer to recoup these fees. The HOA is not losing any money as all fees are assed to the resident. Mike and several board members go to the court hearings held and we have won all of our cases to date.
